I-88 West Illinois Incentives
The communities along our I-88 West corridor offer some of the country’s best business incentives, and we have a history of flexibility to meet changing business needs. Work with us to create jobs in the community, and your business may qualify for a range of incentives, including:

State Incentives
- Investment tax credits: 0.5% on machinery, equipment, and existing buildings.
- Sales tax exemption: 5% for construction materials purchased from a qualified retailer with a Enterprise Zone Sale Tax Certificate (plus local sales tax of 1.25% - 1.75%)
- A 5% sales tax exemption on machinery used or consumed in operation of pollution control facilities to qualifying companies
- A $500 state income tax credit for each job created (minimum of 5 jobs) for which a certified dislocated worker is hired
- Qualifying companies locating inside the zone can be eligible for an exemption of state utility tax (5%) and the 0.10% administrative fee
- State income tax deductions including dividend, income, interest, and contribution deductions
- All state of Illinois business-financing programs are available to companies locating, expanding, or retaining jobs in an Enterprise Zone
new market tax credits
- The New Market Tax Credit Program (NMTC)was established by Congress in 2000 to spur new or increased investments into operating businesses and real estate projects located in rural or low-income communities (LIC’s). The NMTC Program is administered by the U.S. Department of the Treasury’s Community Development Financial Institutions Fund (CDFI Fund) and plays a significant role in the CDFI Fund’s work to create economic opportunity in communities where opportunity is needed most.
- A LIC is an area with census tracts that have a poverty rate of at least 20% or where the median family income for such a tract does not exceed 80% of the median family income for the state. Because of its rural nature, Whiteside County has 5 census tracts that qualify and 2 are located in Rock Falls (qualifying census tracts are 16 and 17).
